本次比賽分為初賽，準決賽，和決賽三個階段，將有16為佳麗進入最後的決賽。
在經過自我介紹，機智問答，才藝表演等環節後，最終總評分最高者將成為我們2009年的"C望之星"，並代表加拿大回台灣參加"世界型男美女"總決賽。
由評審選出的"最具娛樂圈發展潛力之星"將與吳宗憲簽約，並在五月十七號的演唱會上與吳宗憲合唱<屋頂>。此外，在所有比賽階段中，任何年齡不大於17歲的參賽者都有機會被舞蹈老師選中，代表溫哥華參加"天津國際藝術節"。

If you think you have outstanding talent, excellent personality, C STAR Pageant will give you a chance to show yourself. Not only will you win prizes of great value, but more importantly a perfect opportunity to overnight fame awaits you.
This pageant consists of three parts: Qualifier, Semi-final, and Final. Eventually the top 16 will be selected to enter the Final. The contestant who receives the highest score after self-introduction, Question & Answer, and talent demonstration sessions will represent Canada at Taiwan International Beauty Contest. The most potent future talent selected by our panel of judges will be featured in the live performance of 「Wu Ding」 with Jacky Wu, and to be signed as an artist with his agency. In all stages of the contest, any contestant under the age of 17 has the chance of being selected to represent Canada at Tianjin Art Festival.
